Add a root ISC LICENSE covering the repository's software and supporting material (tools/, examples/, build files), with a scope note clarifying that the CTXP specification under spec/ remains under CC BY 4.0. Add SPDX headers (SPDX-License-Identifier: ISC, SPDX-FileCopyrightText) to all ISC-licensed source files: the Python tools, the example assembly sources, and the build files (Makefile, examples/_sources Makefile and Dockerfile). Update the README License section to describe the split.
