almide develop now refuses unknown names in [permissions].allow (almide/almide#3252, which fixed #3247). Before that change they were silently dropped.

FS.read and FS.write were never grantable: the categories are IO, Net, Env, Time, Rand and Fan, and fs access is IO. So porta's manifest now fails almide check / build on develop with unknown capability \FS.read``. Dropping the two names changes no grant, because they were already ignored and IO is already listed.

Applied to both almide.toml and examples/demo-agent/almide.toml.

Added Rand and Fan to the root allow list: almide#3255 (ruled 2026-10-04) counts a plain-fn @extern as every category, which charges porta's host externs with them.
