Ambiguous tooling options

When creating an issue, there are options for two "tooling" committees. I assume one is the service group and one is the PMC group, but the UI doesn't indicate which is which; they're both just called "tooling".

We only care about the "committee". drop the service group.

Does this still happen, or was it due to the OAuth issue where tooling was listed twice?
