Add Maven plugin to remove annotations

As noted in apache/logging-log4j2#3110 and linked issues, there is a need for a tool to remove annotations from our JAR files, which are not useful for the consumers of those artifacts.

The tool could probably reuse some code from:

• log4j-transform-maven-plugin to process all files in the classes directory,
• log4j-weaver as an example of ASM 9 usage.
