Repairs the PR #342 Windows CI failure in the backend inline unit suite. The test now exercises the terminal listener rotation path with a constructible listener error, without changing production retry classification. Verified with the exact backend unit target, fresh direct Clippy, root format, locked/offline Cargo metadata, and a clean Bazel shutdown.

Fixes the Windows CI failure in the backend inline unit suite by swapping the entropy error for a constructible rotation error in the listener lifetime test. Production retry classification is unchanged.
