Repository creation currently needs the Git executable. This adds Server.CreateRepository, which allocates storage through Store.Create and initializes a bare repository in-process using go-git. Initialization failures trigger storage cleanup, with cleanup failures included in the returned error.
Native Git remains responsible for smart HTTP upload-pack and receive-pack. The README documents instance-based creation and the current local-path requirement for custom stores.
Build fixes: commit generated go.sum and indirect module requirements; raise the minimum Go version to 1.25.0 as required by go-git v5.19.2. Both CI workflows select the version from go.mod.
Validation: go test -mod=readonly ./... and go build -mod=readonly pass locally on Go 1.25.0. Tests cover bare initialization, store errors, initialization cleanup and cleanup failures, preservation of existing repositories, and native Git HTTP push/clone interoperability.
