• retain required, hashed approval and reviewer identities while removing human-prefix and author/reviewer-separation rules
• make the weaker attribution-only guarantee explicit in gate, ledger, support, and admission-plan docs
• rewrite the existing identity-policy tests to assert the new contract and keep blank identities fail-closed
• bump the package to v0.1.0a11
