chore(render): refresh Vuoro project guidance

Summary

• refresh the deterministic Agentops project projection
• bring Sprintctl to the canonical source bundle already landed in Vuoro, Kctl, Auditctl, and ActionQ
• add the shared retired-Outctl/native-runtime boundary; no runtime behavior changes

Verification

• Agentops renderer reports every Vuoro member in sync from the current project binding
• generated-file-only diff
• git diff --check

This PR does not mutate Sprintctl state, appservice, or any running system.
