cargo_build_script no such attribute lint_config

Running cargo_build_script with custom lint config outputs an error:

<target>: no such attribute 'lint_config' in 'cargo_build_script' rule.

The docs say that other kwargs are forwarded to rust_binary but they are forwarded to private/cargo_build_script instead which can't take lint_config. Should lint_config be included here?

PR #4275 addresses this report. There are two parts to the fix: cargo_build_script must forward an explicit lint_config to the Rust binary that compiles build.rs, and rustc_compile_action must honor that explicit configuration when the binary is built in the execution configuration.

Without the second change, accepting the attribute still leaves build scripts without their requested rustc lint flags. The same execution-configuration check also affects explicit lint configurations on procedural macros.

The regression adds a build script with lint_config = ":workspace_lints" and checks its Rustc action for --allow=unknown_lints and --check-cfg=cfg(bazel) in both configurations. The existing library, Clippy and rustdoc cases remain in the suite.

The PR already has Closes #3486 so this issue will close when the fix merges.
