Same fix as #23461 (merged to develop 2026-08-20): the archive has moved
to libcurl4t64 8.5.0-2ubuntu10.12, breaking every docker build on this
release branch since it was cut before that fix landed (2026-08-18).
Blocking the 2.61.0 release train's Integration Tests / build job.
