📔 Objective
Adds ADR 0035, proposing a two-layer taxonomy for AI skills, prompts, and agents: capability plugins hold skills and agents (one home per skill, named for a domain), and role bundles compose capability plugins via dependencies with no skills of their own. This resolves the ambiguity where a meaningful share of the AI plugin marketplace doesn't fit the current plugin families, which has caused skill duplication and churn.
A running implementation of this model is at github.com/SaintPatrck/bitwarden-ai-plugins.
