Add marrusl (Mark Russell) from the Community Managers section of bootc-dev/bootc MAINTAINERS.md so that .project/maintainers.yaml reflects the full maintainer roster (6 maintainers + 4 community managers) used by CNCF automation for service desk and mailing-list access.
