Essa PR realiza uma melhoria que se faz necessária principalmente para ambientes que possuem um número vasto de permissões cadastradas no banco de dados (Alguns usuários chegam a receber centenas de milhares de permissões da plataforma)
A ideia dessa PR é apenas trazer na consulta de dados dos usuáriso as permissões caso sejam necessárias e se necessárias trazer apenas as permissões que serão validadas ou que foram explicitamente solicitadas pela requisição de autenticação
