Summary

• complete the governed agent-native v2 material registry, admission policy, CLI, MCP, and query surfaces
• add lifecycle disposition schemas, policies, fixtures, and validation coverage
• wire CI and consumer conformance checks while preserving v1 compatibility and domain boundaries

Why

This publishes the verified 80-path candidate preserved by the Senpi session and finishes the remaining delivery step without including local .omo evidence state.
