Phase A of the OSS-ready program: LICENSE (official PolyForm Noncommercial 1.0.0 with Required Notice) and NOTICE (first-party excluded assets vs third-party materials governed by their own embedded terms, nominative-use statement, commercial contact); license fields in all 29 manifests with the root description now source-available; the five MIT-claiming skills aligned; AGENTS.md rewritten from scratch as the canonical public guide with private operator prose removed; CLAUDE.md as a thin @AGENTS.md import; Contributor Covenant 2.1, issue forms, and a PR template with verification notes; one UI comment reworded to its real constraint.
