refactor(ops): remove redundant release controls - #72

Delete the permanently-open release gate, orphaned readiness RPC, one-off deployment helpers, and duplicate dependency audit job. Keep migration identity checks, durable cleanup, immutable release SHAs, and affected-surface CI.
