foundations-metrics-backendenabled, theprocessmetrics implementation relied on an accessor in theprometheuscrate that is not present when theprotobuffeature is enabled. This change enables theprotobuffeature inprometheusinstead and uses a different accessor.NativeHistogram, when scraped in protobuf format, now correctly exposes an upper bound off64::INFINITYrather thanf64::MAX.
