[API] Make dev test data more relevant to current time

Setup

1. Start a new vms & run the app
2. Visit http://{vms-ip}:3050/status
3. See the receivedAt dates are in the past

Proposed solution

Update script in /api/bin/mongo-restore-dev-data to run a couple mongo commands from the shell to update the dates to more recent.

• One way so we have a recent snow emergency
• One way so we have false positive snow emergency
