chore(debarrel): Release 0.7.12 and harden tagging

Summary

• Bump debarrel to 0.7.12 so the unreleased fixes from fix(debarrel): Respect exports boundaries and preserve non-static consumers #37 can publish under a new tag
• Harden release tagging: fetch remote tags before create, push only newly created tags, and enable fetch-tags in the Release checkout
• Fix macOS sed -i usage in sync-codemod-versions.sh to avoid leftover *-e backup files

Test plan

• Merge this PR to main
• Confirm Release workflow creates debarrel@v0.7.12 (not rejected as already exists)
• Confirm debarrel publishes to the Codemod registry at 0.7.12
• Optionally re-run Release on a no-op push and confirm existing tags are skipped cleanly
