What changed

  • rename the homepage action to Explore CoRE Data Layers and move the GeoLibre route from /download_layers to /explore_data
  • open generated projects in GeoLibre's native single-map state without adding map-layout or secondary-view fields
  • omit the GeoLibre Components and Swipe plugins from the CoRE Stack project; the CoRE Stack legend remains available as the map overlay
  • add a first-time-user Quick Tour covering the Layers panel, micro-watersheds, drainage and canals, LULC years, feature inspection, legends, and downloads
  • link to the official GeoLibre Tutorials, retain QGIS Documentation, and use simple header tooltips focused on exploring and downloading CoRE Stack data
  • align public layer names with CoRE Stack STAC metadata, including Facilities Proximity, Annual Water Balance, Fortnightly Water Balance, Drainage Lines, Surface Water Bodies, and Terrain Clusters
  • use the concise Mission Antyodaya (2020) label and retain MicroWatershed Boundaries for the boundary-only view
  • add the remaining CoRE Stack environment, industry, village, and elevation layers
  • source GeoLibre style metadata from GeoServer and target the compatible GeoLibre 2.x deployment
  • reuse the canonical Level 3 LULC coverage for Level 1, Level 2, and Level 3 while applying each level's corresponding GeoServer style
  • present NREGA work types as normal independent layers with small native GeoLibre marker shapes and category colors
  • allow all NREGA work types, any subset of them, and unrelated map layers to remain visible together without exclusivity
  • fetch the NREGA WFS source once, partition its features among the work-type layers, and retain every hydrated sibling across later visibility changes
  • preserve loaded raster sources during visibility changes and update the CoRE Stack legend from GeoLibre state
  • keep route, analytics, navbar behavior, tests, environment guidance, and integration documentation aligned with /explore_data

Scope

This PR finalizes the GeoLibre data-layer integration without notebook integration. Notebook work remains separate on feat/geolibre-notebooks, based on this branch.

Validation

  • 5 focused GeoLibre and navigation suites passed, 27 tests total
  • production build completed successfully
  • public names were verified against the backend layer mapping and the live Hilsa STAC collection
  • project validation confirmed the expected public layer names and Hydrology ordering
  • project validation confirmed the NREGA source is fetched once, arbitrary work-type combinations retain their visibility, and selecting all work types keeps all of them visible
  • production verification confirmed one map at startup, no Swipe divider, and no Components or Swipe plugin state
  • GeoLibre's user-selected Two rows layout remained active and rendered two maps without a Swipe divider
  • the branch contains current development without conflicts
  • feature diff checks passed

Existing unrelated Create React App and ESLint warnings remain unchanged.
