The Level-1 campaign's measured raw output was destroyed by a WSL reboot. The 2026-08-16 observations-only packet is the sole surviving record of that campaign: it preserves the retained evidence along with a hash integrity index so the observations remain verifiable despite the loss of the raw measurement output.
