Adds a deterministic Python/PyMuPDF converter (tools/pdf2md) that turns the three Z-Wave specification PDFs into progressive-disclosure Markdown under docs/specs: per-section files, per-directory indexes, working internal/external links, and embedded figures. Source PDFs are tracked via Git LFS. - tools/pdf2md: convert.py, verify.py, convert.ps1, requirements.txt, README.md - docs/specs: 500-series guide, command class spec, host API spec (+ sources/*.pdf) - .gitattributes: LFS filter for docs/specs/sources/*.pdf
