What is the new behavior (if this is a feature change)?
Import predefined grouped contingencies for the Powsybl backend without
changing their meaning as they move through importer, DC preprocessing, and
contingency analysis (CA).
The new complex contingencies are provided externally as a JSON file. When it is selected, its resolved grouped contingencies take precedence over network-derived and mask-derived contingencies.
SPPS rules are imported and persisted, but are not executed by DC solver or CA in
this work. CA SPPS execution and DC SPPS-aware computation are deferred.
