This PR pulls in the changes to production DocDB at Fermilab to have it running properly on EL9 and EL7 Linux / Perl v5.32.1 and behind CloudFlare, the latter of which caused some options on various pages to appear in different orders on page reloads, etc. randomly, thus the sort() calls. Among other things, this caused administration actions on multiple administration pages to break as the needed widgets were grayed out to complete the action (since the graying-out was order dependent). A few other small fixes were included such as enabling manual addition of personal accounts (Bulk Insert) for the SSO version and some improved instructions. This code has been running successfully at Fermilab for 60+ DocDBs for ~3 months.
