When contributors follow CONTRIBUTING.md and open a PR from a fork, this pull_request workflow receives neither NVIDIA_API_KEY nor the requested write-capable token: GitHub withholds repository secrets and downgrades GITHUB_TOKEN for fork-triggered runs. Consequently, the reusable job cannot call NVIDIA or publish its review on the opened/synchronize events advertised above. The collaborator-only /review comment is merely a manual workaround after somebody notices the missing review; use a trusted dispatch or a carefully secured pull_request_target design if fork PRs should be reviewed automatically. GitHub documents the fork-secret restriction here.
