Download message for commitee filing PDFs that are 100K or more pages

Summary (required)

• Resolves Add state to download dropdown for committee filings that are too large to download #7195

• For committee filings downloads, adds an "email tech support" message for PDFs that are over 100,000 pages

• Make sure reports datatables that use the same download panel template are not affected

• Confirm that the PDF option in the downloads panel shows the message when pages are >= 100,000
• Test reports pages to make sure the message never shows as these pages use the same template for the download dropdown panel

When the row is expanded/has its child rows, the link text is invisible

@johnnyporkchops I'm unable to review this locally, but want to confirm that the rollover works across all three fields in the dropdown. If we need to adjust the color of the text, let me know. It also looks like the .pdf text is larger than the first two options and the alignment is slightly off.
