Fixes two production alerting defects: authentication rejections no longer inflate the parser-failure rate, and delivered webhook jobs are reconciled when delivery wins the race against posting a stalled alert.\n\nValidated with targeted Vitest suites, typecheck, and build. Production worker version 41098d9b-f632-4656-a255-1b83fdd6b1c3 is healthy.
