Adds an interpreter for the
PostgreSQLeffect that enables OpenTelemetry instrumentation. Requires theenable-opentelflag.Basically a copy of fpringle/effectful-postgresql#16.
This PR also removed tested-with support for
GHC 8.*, since it was causing build failures in dependencies and I can't be bothered to figure out why. If anyone desperately wantsGHC 8.*support and wants to do the work for it they can open a PR.
