Pin sax to ~=0.18.2

Fixes #738

Changes sax>=0.17,<0.19 to sax~=0.18.2 in both the [sax] and [meow] extras.

This pins sax to the 0.18.x line (currently 0.18.2), unblocking downstream PDKs that need sax 0.18.x.

Updated uv.lock accordingly.
