fix(components): Add TooltipProvider to ThemeToggle

This PR addresses issue DOCS-B24, where a Tooltip component within the ThemeToggle was throwing an error: "Tooltip must be used within TooltipProvider" during server-side rendering of POST requests.

The root cause was identified as the Tooltip from @radix-ui/themes (which is used in ThemeToggle) not finding its required TooltipProvider context. This occurred because the @radix-ui/themes Theme component, responsible for providing this context, acts as a client component boundary. During SSR of POST requests, its context was not reliably established before the ThemeToggle's Tooltip was rendered.

To fix this, the Tooltip in src/components/theme-toggle.tsx is now explicitly wrapped with <TooltipPrimitive.Provider delayDuration={300}> from @radix-ui/react-tooltip. This makes the ThemeToggle's Tooltip self-contained and ensures the necessary provider context is always present, independent of the parent Theme component's SSR behavior. The delayDuration prop is set to 300ms for consistency with other tooltip usages in the codebase.
