Adds Zetax Tempo Radio (La Paz, Bolivia) to the stations directory.

Station submission → PRworkflow generated and pushed the branch correctly but failed to open this PR — the org-level "Allow GitHub Actions to create and approve pull requests" setting is still off (403). Opening manually.Closes #12.
