Changes:

extensions/catalog.community.jsontop-levelupdated_atand added the newcharterentry in alphabetical order (including metadata, links, category/effect, provides/requires, and timestamps). - Updated
docs/community/extensions.mdto include Charter in the Community Extensions table in alphabetical order by name.
