This pull request updates the version of multiple Google Cloud Dart packages from 0.5.4 to 0.5.5 (and introduces google_cloud_compute_v1 at version 0.1.0). It updates the respective CHANGELOG.md files to document the new release changes—such as tracking library version usage, removing the emptying of testing files, and updating cloud dependencies—and bumps the package versions in librarian.yaml.
