This PR setups up the new yaml configs and dockerfiles for both the normal and release go1.27 images. It also excises some dangling go1.24 references as that's now well out of scope for our testing needs. Finally, this removes the automatic installation of go-junit-report. It's ancient and we shouldn't be using it anymore.
