• route organization profile, llms guidance, start docs, and design-partner intake through hayatepy.dev
• publish the current tested lock: Hayate 0.15.2, create-hayate 0.13.2, hayate-mcp 0.12.1
• pin new main/release/conformance/golden CI evidence and the current frontend smoke artifact digest
• add regression tests for canonical public links and the scaffold version
