fix(web): keep shared footer in document flow

Summary

• upgrade the independently installable Atet site to immutable @hraness/site-footer v0.4.6
• converge the app-local and repository lockfiles on released commit 617574f
• keep the site pin assertions aligned with the shared design-system release

Verification

• local aggregate bun run check: 1,243 passed, 16 skipped, 0 failed, 94,697 assertions across 209 desktop files
• local aggregate also passed desktop CLI/frontend/runtime builds, apps/web (29 passed, 0 failed, 740 assertions), static build, preview layout, standalone boundary (777 sources), and package smoke (325 files; 3,468,072 packed bytes / 8,762,360 unpacked bytes)
• separate exact apps/web gate: 29 passed, 0 failed, 740 assertions; production build emitted 14 static files; preview layout verification passed
• PR CI and VTracer matrices passed
• exact merge commit 4952e2702f5cfb9625a8e803822dc32dbe505747 passed post-merge CI and VTracer
• exact production deployment succeeded; canonical https://atet.sh/ verified at desktop and mobile widths with one static footer root, relative footer inner, footer after main content, and no horizontal overflow
