Summary
This PR removes the threshold-based subset strategy and uses a uniform O(n) approach for all set sizes:

The previous behavior had a discontinuity around the threshold (small-n full powerset vs large-n shuffled-prefix), which could affect distribution and performance characteristics when crossing that boundary.
