Implement Proposal: Interfaces

WebIDL bindings have now been changed to [interfaces](https://github.com/WebAssembly/interface-types/blob/master/proposals/interface-types/Explainer.md), which must be implemented as a prerequisite to #12 adding WASI support. This proposal depends on #40 reference types and #39 multi-value types, which must be implemented beforehand.
