Scope

Implements ChatGPT-owned workstreams from the shared Interly priority plan.

Priority 1 — Execution Governance

• dry-run mode
• persistent prompt/allow/deny permission policies
• model-proposed multi-step plans
• one-request scoped plan approvals
• destructive Windows actions remain individually confirmed
• persistent privacy-aware JSONL action audit log

Priority 2 — Desktop Perception & Interaction

• list/focus/minimise/maximise/restore/move/resize windows
• full virtual-desktop and exact-window PNG screenshots
• bundled OCR with text bounding boxes
• foreground UI Automation control inspection
• guarded generic mouse control
• guarded generic keyboard control
• separate clipboard read/write actions

Integration

• preserves the memory, workflow, repository and make-memory beta work already on main
• extends the tool registry without replacing existing tools
• adds standalone packaging dependencies for desktop perception/OCR
• adds focused governance/chat/runtime tests

Roadmap/docs are intentionally not marked complete until the Windows CI/build path verifies this branch.
