Prepare Interly 0.6.0

Release prep

Prepares the current verified Interly capability set for a 0.6.0 release without creating a tag or GitHub Release.

Version and distribution

• bump package and CLI version to 0.6.0
• bump Inno installer version to 0.6.0
• make Windows CI smoke-test Interly 0.6.0
• generate 0.6.0 installer URLs and WinGet manifest archive names
• update WinGet metadata to expose canonical interly plus compatibility interlink
• update WinGet release date for this release prep

Update path cleanup

• point the fallback pipx installer at main
• point pipx update checks at main
• replace the stale restart instruction with the canonical interly command

Developer/distribution consistency

• add OCR/UI Automation desktop dependencies to requirements.txt
• update README fallback install instructions
• add 0.6.0 release notes ready for the GitHub Release
• update distribution, installer, updater, and CLI tests for the 0.6.0 release path

Release boundary

This PR intentionally does not create v0.6.0 and does not publish a GitHub Release. After this PR is merged, the release can be created manually; the existing tag workflow will build and publish the 0.6.0 Windows assets.
