Also update the `ScriptlerBuilderWithRestartTest` to use `JenkinsSessionRule` instead of `JenkinsRule`, as `JenkinsRule.restart()` is deprecated.

The `optional` field of the `@Extension` annotation is deprecated and `@OptionalExtension` should be used instead. Switch to using it and declare a dependency on the variant plugin it comes from.
