Fix the here problem

The bot isn't correctly keeping track of who's in the room. Have the bot reset everyone when a new track starts maybe, grab ift direct from the api??

At the moment the Bot is reading the data for ALL users from disk at first startup...this seems like a huge waste, and we want to get away from using files

On startup the bot should

• check the room data to see who's here
• for all users present, load their info from the DB

When a user leaves, dump their info
When a user arrive, load their info

Looking for a way to do a periodic complete refresh, but we only get that from then data when the bot changes rooms. We do get a userID whenever someone speaks, and we always have the DJ list available so we can use both of those...maybe force the bot to rejoin the room periodically is we can figure out how to do it and not interrupt anything
