Breaking. Provider-wide rules move out of AZS/AZR into the new AZP category from #47:
AZS005→AZP002,AZS006→AZP003,AZS008→AZP004,AZR005→AZP005. Directories moved withgit mv; IDs, flag prefixes, URLs, testdata and READMEs updated; AZP section moved up under AZG in the README.Downstream:
//azignore:comments andenable/disablesettings need the new names. Stacked on #47; retarget to main once it merges.
