ci: add OpenSSF Scorecard badge, lowercase workflow names - #138

Adds the OpenSSF Scorecard badge to the README badge row and reorders it to match terrafmt (drops the test badge, adds CodeQL). Lowercases all workflow names so the badge labels match.

Adds the OpenSSF Scorecard badge to the end of the README badge row and arranges the badges and workflow names to match katbyte/terrafmt#119. Scorecard already scans this repo, so the badge renders the current score.
