docs: add baseline OpenSpec specifications

Summary

• add baseline OpenSpec specifications for shared, GitLab, and Kaiten capabilities
• stabilize the relative-date test against millisecond timing drift
• add a dependency-free pre-commit hook that runs pnpm test
• configure the hook automatically after pnpm install
