Port of kunchenguid kunchenguid#24 (95e33f9): add the shared home/AGENTS.md bullet steering agents to the simplest direct end-to-end path, and not to build wrappers, control planes, policy layers, or custom verifiers unless a concrete blocker justifies the machinery.
