Jneopallium is a Java framework for modelling natural neuron networks at a user-chosen level of biological detail, plus a safety-gated bridge framework for connecting those networks to real industrial, clinical, aerial and grid equipment. Requesting Sandbox. The codebase is mature — started 2018, 47 Maven modules, ~1,600 source files — but the community is one maintainer and 8 stars, so Sandbox is the honest entry point. Hosting is being sought precisely to build the multi-organization contributor base that Incubation requires. The proposal answers every question in the template, and states the gaps plainly rather than papering over them: no member sponsor secured yet, one contributor, no OpenSSF badge registered, and the repository still under the founder's personal account rather than its own org. Governance groundwork is done rather than promised — GOVERNANCE.md, MAINTAINERS.md, RELEASES.md, SUPPORT.md, CODEOWNERS, a rewritten SECURITY.md with a real disclosure process, and DCO sign-off enforced in CI are all in the repository today. The governance model is written so its single-maintainer clauses expire automatically once more maintainers exist.
