Add PlaydiaEmu library docs and core list entries - #1196

Document the Bandai Playdia libretro core (PlaydiaEmu), register it in mkdocs nav under Bandai Emulation, and list it in the core list and license tables.
hatariB documents the ACSI hard disk extension 'ahd' (library/hatarib.md). The spell checker flags it as a typo for 'had'; allow the real extension so docs CI can pass.
The spell-check failure on library/hatarib.md is pre-existing and not introduced by the PlaydiaEmu docs PR; keep this PR scoped to PlaydiaEmu documentation only.
