…combine !simd_eq into it. Use simd_ne to speed up float classification
…changed, at least on isolated kernels, because LLVM was already rewriting the code into something similar.

LLVM doesn't reliably instcombine
!simd_eqintosimd_nefor floats on x86, so expose it explicitly, and reuse it to optimize the float classification methods added in #405
