Add browser-VSCode tutorial container and update (and rename) host-config to match this docker image.
Add GitHub workflow to build docker image, test, and deploy (on develop only) to GitHub container registry. I already tested this on this branch, see https://github.com/orgs/llnl/packages?repo_name=blt.
